Speak to your product team or your manager and try to get some small projects like building a small feature or becoming an active participant contributor in a feature. Also try to get in front of the customer for understanding their requirements or particular pain points which they want to discuss. This way you will get some PM experience of understanding customer sentiments, requirements and also contributing to the product to build some features. Later based on this experience you should try for PM jobs.
No. Programming is not a must. If u already have a developer background (even basics) then you could invest sometime and sharpen your SQL skills. Some PM jobs require it. Incase you are interested in SQL or data analysis, look for courses in 'Growth PM' on Coursera/Udacity. Later look for Growth PM opportunities as it demands data analysis using tools like SQL queries, Adobe/Google Analytics, excel etc.

Nowadays there are lot of options. Start with agile fundamentals and try a 2 day certification for CSPO from Scrum Alliance. There are lot of colleges and universities now offering certification courses for this role. Speak to your manager and try to see if you can have any roles internally or as a stretch assignment.
Both are equally good and well recognised. Scrumalliance.org is a non profit organization and scrum.org was founded by co-founder of agile. Stick to any one. I would say go with scrumalliance as it is community based. It is like choosing your right eye or left eye. Ultimate aim is to understand agile and about your role.
Yes, go for Agile training courses. Companies these days are looking for PM's with Agile framework knowledge.
