From a recruiter's view: Two short stints are a yellow flag, not a dealbreaker. We're looking for a pattern.
One short job: Bad luck. Ignore it.
Two short jobs: Raises an eyebrow. Needs a good explanation.
Three+ in a row: Red flag. Pattern suggests it might be you.
How to fix it:
Have a crisp answer: Frame it as strategic ("Role shifted away from my strengths") not reactive ("I hated it").
Show stability now: The best antidote is being in your current job for 2+ years.
Be ready for the question, don't apologize, and you're fine.

Negative points for sure. Whatever story you give better make sense and reduce the damage as much as possible.
And I would say it even hurts your odds of getting a first interview.
I know someone who changes jobs every 6-8 months when the culture isn’t a good fit for her. She’s never had issues getting management roles.
