What Forbes 40 Under 40 list? There’s Forbes 30 Under 30 and Fortune 40 Under 40. I’d start by actually understanding which list you’re trying to make.
Forbes 30 Under 30 generally favors entrepreneurs and strong performers at large tech companies, but you’re too old for it anyway based on your post. For Fortune 40 Under 40 you’ll probably need to be C suite at a major corporation.

They should list the family’s net worth next to each person on those lists.
99% of those people pay PR firms to get them put on those lists. Source: gf works in PR and does this for a living
There was a company that targeted high school students/parents asking for them to pay to be included and to buy the yearbook.
It was supposed to be exclusive, it probably was to an extent (maybe certain GPA or top 20% ranking in a school) , but there was no real value just paying to be included in some book and being able to tell others that you were in whos who yearbook.
I think it preyed on parents wanting to do everything they could to get their kid in college and have bragging rights.
At least that's my take on it.

I know someone that made it on the 30 under 30 through connections alone. They were not doing anything spectacularly different/special but knew the right people

Agreed with McK1...these lists are publicity stunts for both the people on them and the magazines. Not like they go through a wide catch all process to truly identify people- it’s done through an application process that likely hides the achievements of 90% of people actually within that age group. Sorry but this is not something to actively strive for.

There's more than way to be cool man/woman. You don't need Forbes to tell you that you're successful. Most people are probably doing it for that PR label, but I guess if that will give your life more meaning then why not.
