In person or zoom call. Don’t do it by email
I told HR and then told the head of my group via email. I know other posters have said not to share via email, but I think this comes down to the circumstances / your relationship with the relevant person. I can think of many lawyers I would have been compelled to tell in person or over a video call, but this boss isn’t one of them. I don’t think it made a difference at the end of the day—the bottom line is you’re pregnant!
I wouldn’t say you necessarily have to tell HR first. Hopefully there’s a partner or two you feel comfortable to share the good news with, and they may be able to guide you on who to tell next, and then you can tell HR (or first if you prefer).
You have to have a conversation as SC1 suggested
