It means ICOs are no longer open to anyone. You have to be a certified investor with the SEC. This is why Filecoin is conducting their ICO with CoinList instead of on their own. Is there a risk involved with this approach assuming your current employer doesn't provide you with a counter offer and they ask you to leave immediately (and your h1b visa hasn't been transferred either)
