Yess! I usually say thanks for reaching out ask for the salary/budget up front and if I’m interested I let them know why it aligns with what I’m looking for and when we can talk. Also, even if I’m not interested I usually say thanks anyways and say I’ll see in my network who would be interested! I feel like Its good to keep them as a contact even if you’re not interested in the job :)
Heck yes you do! When it appears to be a lateral move, I say ‘Thanks for reaching out. In order to not waste your time or my time, X salary, y bonus, z level are what it would take for me to leave my job at this time. Happy to discuss this opportunity further if it meets this criteria.’ It saves a lot of time.

I have a template response that asks for the JD and estimated salary range.
Always ask if they are retained - sometimes they try to fill positions for a fee where the company is not interested in paying them.
