“As you know, my responsibilities have expanded. When I started I was doing x. Now I’m doing x, y, and z. While I like the legal work, this is leading to a lot of efficiency. It’s also allowing my colleagues to have manageable work loads. I think a merit increase of 10% makes sense. How does this sound to you?”

“You mean even with the efficiencies I’ve created you think a merit increase isn’t the solution? What additional work could I take on that would make your life better and could lead to a merit increase?”
When is your annual review season? Start 7 months before then.
Do not assume that hard work will automatically pay off. Only the squeaky wheel gets the grease
Completely agree with Senior Counsel 1, especially being in-house, yearly budgets (that typically include X amount raises and bonuses) are decided well in advance. I've never worked in government, but assume it would be similar. Having the conversation early and often as well as following the template provided by Wells Fargo 1 is a good approach.

This! I switched companies and negotiated a 40% increase. Don’t wait around because if they can pay you less (little) and get away with it for this long, they will. You’re your best advocate and the best advocacy you do can is after final rounds at the interview, when you’re negotiating your salary and have set yourself up for success. Don’t leave anything on the table, always ask for more than you think you could/should get so there’s bargaining room.
When i worked for the government as an attorney, we didn’t have pay grades. The County Salary Commission set a range and the department head decided what each of our salaries were within that range. She had to keep the department within budget, and when i received a raise that meant there was less money to pay another lawyer. So it’s not only about you.
But isn’t it?
I’ve never had to ask for a raise before…
