How long probably depends on how recent your last update was. Mine was last updated a year ago and it took me 3-4 hours including a review+edits with a friend when I recently updated it.

First version way back in the day took me a couple of hours to make perfect, then every time I make an update takes just a few minutes.
I will make minor tweaks here and there from time to time, but the bulk of my resume hasn't changed in quite a while, so even when I add a new position on there it only takes a few minutes to add the relevant bullet points.
10 hours end to end if I started with a blank sheet. But that includes seeking feedback from others + self review.
3 months 7 partner reviews some brutal feedback and a lot of writing and thinking

Off and on since I became a consultant in 2007. In addition to frequent updates, I have completely reformatted it multiple times.
