I always struggle with statements of facts and organizing citations to the record, so that alone takes up 2 hours or so. If no precedent, and you need to do research and drafting from scratch, I’d say it is plausible.

Agree with A1. If you need to compile some declarations, relevant email correspondence, other evidence, etc., then that may make even more sense.
8 hours seems totally reasonable to me. Some people draft very quickly and others draft more slowly, but within broad bounds a lot of variance is acceptable as long as the end product is excellent.
