I have applied to several positions up Google. I have not heard anything back at all. No matter if I customize my résumé to the job description I still don’t hear anything back. I am wondering as to why Google ghost people instead of just telling them that they didn’t get the job? Do people on Google believe it is appropriate for the recruiters just a ghost people especially if they feel they don’t match the job?

Google no longer has a path for "conversion" from a TVC to a FTE Googler. If you're interested in a full time role you need to apply to open positions and interview like any other outside candidate.
I don't recommend doing the job of the FTE you're helping. That won't get you what you're after, especially if the team doesn't have HC available. Focus on organically and authentically growing your network, keeping your eyes and ears open for available roles you might be qualified for, and then do your best on interviews.
my other advice is to not anchor on Google as the only opportunity. As someone in a temporary contract role (I'm assuming temporary not vendor or contractor based on how you've posed this question) you need to be looking forward on what your options will be once your contract with Google ends. Temp roles aren't forever and you shouldn't be banking on making the transition into an FTE role given the current climate.
My advice would be to actively be looking at roles within the market (outside of Google) or working with a talent placement firm to put you in a position that you're interested in.
