Can’t speak for Deloitte but unless they are also the hiring manager almost none. In my experience referrals get your resume in front of someone or a phone conversation. But I typically hire for highly technical roles so ymmv.
I’d add that partner referrals are the same way. I’ve rejected a large number of partner referrals because the partner thought they were technical enough for the role (data science) and they weren’t.

SM Referral has no impact more than anyone else’s if they out you into the system. Now if that SM takes your resume directly to the PPMD of the account and says I need this person on my project, that’s a different story.
I’ve interviewed folks directly on to my project before. You may also tell the recruiter what level you want them hired as (which dictates salary wiggle room). As long as the PPMD says yes, you’re golden.
