That’s a question personal to every individual. I always just went with where I spent the most time growing up. Why not something along the lines of, “I moved around a lot, but I graduated high school (or spent the most time in) ____?”
Edit: Also nobody ever really cared where I was from on active duty outside of trying to establish a personal connection. In that case I think my answer is still correct as it gives them the chance to provide their answer, and you in turn may clarify yours by adding that you lived in/visited that area during a certain period. Stop over thinking this.
This makes sense. It has always bothered me that I didn't have one spot to call home when I was growing up. It makes me feel isolated and almost ashamed of my circumstances sometimes. That sounds like an extreme response, but it is how I feel...
What do you mean a “military” conversation? You mean, as in you moved a lot because your a military kid?

I usually say I'm from ________ but I've lived in a few different places before moving here. It usually makes it really simple and not awkward.
