No disrespect intended. If the job is for a lower level of education or experience, just because you have more degrees than needed or more experience than needed does not mean they will up the wages for the position. You must determine if you need the job now and live with what they have for a range or go to another position. I once had a job that got outsourced and another department eagerly wanted me to work for them. They were paying $5 per hour less than my previous position. I said No, they said but you have all the skills we want for this position. I said, then you need to pay for those skills and they said, our budget will not allow a higher wage. I moved on and got a position that paid more than I was making before being laid off.
You can always ask, but be prepared in case they say no.
