That happens a lot that Management doesn't want you to leave their department once they spent so much time training you. They don't want to look for someone to replace you. It baffles me that they'd rather hire externally than promote loyal employees. So they slow down your transfer any way they can. Yes, employee relations is the way to go.
I recently transferred into my new role about 4 months ago and I had the same experience. My manager was holding me back. I had to go all the way up the chain to employee relations to get released from my old position. Maybe try to have a sit down conversation with your current manager to see if y’all can resolve the issue or if you are truly ready to move out of your position try calling your employee relations team to see if they could help you.

What type of position are you looking for?
HR, administration or management level- i know I am qualified for those positions- I have strong communication, customer service, floor support, trainers, and management assist skill and experience. I’m in school for healthcare management
