I think you’d be seen as overeager or not a long term hire.

I would talk about wanting to grow your tech skills. You always want to spin a question to the positive.
Go to tech and then tell them you want to do people management once you are in.
It is your career and as a candidate you are well within your rights to ask questions about the long term trajectory of your career. Any company or hiring manager that thinks of your desire to know your career growth prospects with them as "over-eager" is exactly what you should stay away from. I would 100 percent recommend asking them
From my lens, I observed folks in tech prefer salary increments (from increased tech expertise) and not too bothered about job title increments. So you may possibly be perceived as misfit.
Fwiw, this is common practice for FAANG - I've seen people go from director titles to analyst when joining the company - titles don't correlate much with your IC level.
Ask, but be careful with phrasing. These sound good: "What does the career trajectory look like over the next 2 to 5 years? If I earned a promo to the next level, how would responsibilities change? I have a passion for managing people, so what would it take to earn such an opportunity?"
Don't mention how you view the role as a stepping stone to an exit!
