Can you clarify on who is overseeing who here? You say that your manager is challenging but then you say your manager views sales as his boss and not you? So, I'm a bit confused.
Please see the comment below. He is one of several managers that report to me on my organization. This organization that I inherited had no oversight for 15+ years.
He’s a manager reporting to her, a director. It sounds performance management may be needed. Launching an attack is unacceptable. If he disagrees with your reorg proposal is he providing insight as to he doesn’t agree? If he can’t provide logic behind his viewpoint so that discussions can be had, he needs to get in line with your expectations.
Yes, that’s correct. I’ve explained repeatedly how this organization needs to change and the expectations of each role. The insight he has provided has been limited to him not thinking it’s right and he should report to sales. The ability to see the bigger picture is lacking.

There is a reason that the department is experiencing an evolution. How involved is this person with the realignment of the organization and the evolvement process? It doesn’t sound like very much.
This is where I can see why some companies make folks reapply for their jobs. 15 years with no oversight or strategic plan, you’ll see this crop up quite a bit with your teams.
Does the company have any groups that deal with organizational change? They might be able to help you manage the realignment process. And might have insight on some training opportunities for your team and their direct reports to get everyone up to par.
