I am facing the same issue .. I have over 16 years of experience and am still struggling to land a PM/SPM role. Any tips from people who have been successful would be of great help.
I’ve been on both sides of this and to be totally honest, I started getting way more reach out once I switched over to a well known branded tech company. I assume recruiters are filtering by tech brands when doing reach out because prior to moving I barely got any hits.
I have well known names on my resume and still not much response honestly.

Company's have become very choosy these days. They want best of both the worlds while hiring for an average role.
I am recently retired because I had enough of the BS corporate world. However, I recommend your resume is very simple, no color, no columns. Ensure you have a simple summary statement at the top of who you are professionally. Also include a section at the top titled 'Accomplishments' and list your top ten most significant accomplishments. Unfortunately, I am seeing hiring managers requiring domain expertise, hybrid work status, and more tactical capabilities than strategy. Tech will continue to implode for the next two years.
