A HR question I really want to understand. ISRS HR quoted a podcast "The not so great resignation" saying 70% regret leaving and many want to go back to old employer. If this really the case the employee likely left due to higher pay at the new company. If they want to boomerang back they will likely come back at even a higher rate than they left the new company for. So getting double raise when they boomeranged. Isn't it unbeneficial, why not just give employee a 7% raise in the first place?

In my own limited experiences, HR departments tend to think they are being strategic, but usually their strategies only reflect how they *hope/believe* things should work, rather than taking human behavior and psychology into account. This is what leads to so many seemingly short-sighted actions that end up costing more money (and wasted time) in the medium and long-term.

My partner got a City of Toronto offer. Salary band is 104-121k. HR asked for his expectations and he said 115k. HR came back with a 106k offer stating nobody on the team makes that much so they cant offer it. Also said she is unsure if there is any wiggle room if any at all. I’ve looked at everyone on the team with the same titles salary on the sunshine list and the lowest I see is 121k. I assume there is an OT component of some sort but also can’t confirm. Thoughts? /negotiating advice?
