Might need a communication coach for this one… I would say that it’s not performance based and that you are very disappointed to have to let them go and that they will get positive reference from you and help in their search of the next opportunity?

Some questions that might come up and helpful to prepare for: “How is it not performance based? How’d you decide who to let go?”
Your HR should support you through this if not, manage it themselves
Usually we let employees know about the restructure on the day they are being let go and then it is announced to the team.

they will want to know of the next wave pf firing will come. a d here you cannot lie.
if no say no. if we do not know, say we do not expect based on current info.
and then you always need to finish that all those who let go are taken care off, all on accordance with legislation
