Its unlikely productivity is the reason they are mandating RTO, otherwise they would have already been comparing the productivity before and after RTO. Find out the real reason and speak to that. It could be tax incentives, justifying sunk cost on the cost of the office real estate/rent, or they feel they have more control if people are physically there.
It’s the last thing. This is definitely about power and control.
I wouldn’t think that'd be overstepping at all to ask about sharing that productivity study, especially if it could benefit the team and shed light on the impact of RTO. Just ask the person politely and show interest in the findings. That would make you look proactive, not out of line. And mention that most managers appreciate data-driven insight from anyone willing to help improve things

RTO was never about productivity. It's about control, and propping up flagging commercial real estate investments.
And the “real reason” that they’ll give is cooperation or working together. Which is absolute BS because I went from working at home for over three years to being in the office and being on the same conference call with my team and everyone at their desks and we’re all on zoom.
Leadership asked for ideas as to how to better work together and when given the answers, nothing was ever told back to us and nothing was ever done with the suggestions that we made. It truly is only about control and seeing an ass in a seat.
You could try, but I wouldn’t let it be known it’s coming from you… I’m also sure there’s equal studies showing the opposite as well so it’s hard to prove the case, it’s all team specific… But if workers aren’t happy teams are less productive
