It could be that the hiring manager was on vacation, they were unsure if they wanted to move forward with the role, there's so many reasons but I would just focus on the fact that you have a second interview and doing well :)
OP, what if that was the case? Why does that matter if you are getting an opportunity to interview and potentially be offered a job that you applied for?
That's entirely possible. But it could also be that things were just moving slowly. There are a lot of reports of companies pausing or slowing their hiring process while they try to get a sense of where the economy is headed. In any event, congrats on getting the interview, go in and crush it.
