I have a total of 5.5 years of experience with current CTC as 11.5 lpa.
I have a offer from Infosys of 17 lpa
But my company wants to retain me and they are giving me an opportunity for Canada onsite in return of retention(no raise or bonus)
Please suggest me, if i should take the onsite opportunity or keep looking for counter on my current offer.
I have 70 days of Notice Period left.

I guess that's correct what HR has mentioned as retention bonus gets credited a month after you have completed one year, you can check this in your offer letter as well, it should be mentioned there as well.
That's the reason HR has mentioned it. However, you can re-check with HR regarding the reason for it. Hope they receive your phone. :)
Technically you should get that in your full and final settlement. Complete one year and get a retention bonus that's the rule.
Well i am hoping for the same, I have worked here for 1 year, exactly. I should get the amount.
