If you are over 40 YO, you have 21 days under NYS law to review the severance agreement. There is no requirement for people under 40 YO.
Sorry for a reply that doesn’t answer your questions, but just wanted to say I’m sorry for how you’ve been treated - sounds like someone else’s greed rather than your ability. Very unfair, and I hope something better comes along.

Just general advice (because I'm a Canadian); consult an employment lawyer. When some of my previous managers got let go, they took this route and were able to improve their severance packages. Even if this isn't an option for you, at least once you've consulted a lawyer and heard their opinion, you can rest easy knowing there's nothing further for you to pursue. The most expensive advice is free advice.

It has little to do with you but more to do with your salary and cutting numbers. I’m sorry you have to endure this. Negotiate your health benefits and ask for an extra month or so salary given the timing and performance. Ask for referrals.

I, sorry about this and to tell you that you only have as long as the company is willing to give you. Severance is not legally required, so it’s entirely up to them. As awful as that is.
If you’re panicking and think you deserve more, your best move is to lawyer up. Quickly. Say, I need to discuss with my attorney and then have them continue the conversation on your behalf. HR at holdcos doesn’t have a lot of power individually on what to do here, but a lawyer brings the CEO/CFO in and can make some difference. Potentially.
I’ve negotiated severance before I took a job. You’re right that you probably don’t have much leverage. Don’t sign anything until you’ve talked to a lawyer.
Been there. Been let go and I was the biggest contributor to growth. Make. A list of all the reasons you’ve contributed to agency growth and client success. Leave nothing out. Forget the 1week pay per years at the agency. That’s for average people. If you’re not a average, screw that. Then present it to the agency legal folks in HR. Do not sign anything. Ask for at least 1/2 years salary as you are an SVP and being let go will harm your reputation and finding an equal job will take time, especially as you were not in line to being let go for performance. Chances are, they will at least give you more than they want to. If you lawyer up and decide to fight them, it will cast them more than to just pay you out.
