Housing cost is the biggest factor. So start there and make sure your income can cover the difference vs wherever you’re coming from.
Other things (gas, utilities) although more expensive are relatively minor from an annual expense perspective, ie you can shift money around to cover those.
Taxes too, if you’re coming from a non-income tax place. I moved from Dallas, and besides housing, then overall impact was about 15-20%, I’d estimate.
But housing is brutal.

Define modestly. Like living with 5 roommates in the ghetto or a studio by yourself?
You know, in places that are still liveable (unlike California), sleeping in your kitchen is pretty modest. In San Diego though, that’s $2,000+/month “modest”.

It depends on your definition of modestly. With inflation, my cost of living has easily gone up 15% or so since 2020. Personally, I wouldn’t live in SD making less than $150k if you are comfortable renting and not investing/saving much and $225k if you are wanting to buy.
This city will cost you. It’s worth the price IMO, but it has to be worth it to you.
