Yes, it’s possible.
If you accept a counter from your current company, know that they have no incentive to give you a raise or promotion until you threaten them with another offer letter. So it works 1 times out of, but you will still gain more long term by actually leaving when you get a better offer.
Only do it if you know if they say "no" you're willing to quit.
I've done this a few times in my career, and in my experience, very rarely do agencies match your salary. They'll most likely tell you to leave.
Do it, but only to take the upped salary back to negotiate with your new company. If you get the raise from your current employer, there is a good chance they will hire someone to replace you and just let you go on their timeline since they know you are looking.

I think they always hold it against you. When there is a layoff you would top of mind. Payback is a b*tch.
Risky move
Not sure how you do it without it feeling like extortion to them. Better to say you got an offer and it’s hard to pass up and see if they connect the dots? For the record, I’ve never been in that situation but I’ve had direct reports who have and I wish I had the option to provide a counter offer in one situation. And in another, I was (secretly) happy for them to move on.

This used to be a standard move.
I did it with my last job. I gave them a chance to match the offer, they wouldn’t, I left.
Don’t go back to your company. You will forever be a blackmail artist to them and they will quietly look for someone to replace you because now they know your a flight risk. Just take the new job.
It also depends on if you are paid fairly or underpaid. If your company knows you’re underpaid, they may give you a counter raise without holding a grudge. If you’re paid fairly, they may think you’re blackmailing them and they’ll let the other company overpay you.
