You don't need a 1099 and you don't need to report interest from any one bank that's under $10

If you managed to have 1000 accounts all in unique institutions and made $9 each.... Tax free income. Paperwork for years ha.

I'd report it to be safe than sorry. Easy to throw into a 1099 misc if you don't have an INT.
Legal answer is you report the income on your return. On the slim chance you’re audited the IRS will pick it up.
No. Banks don’t have to report amounts on a 1099 if it’s below $10. Any income is reportable on a tax return. See IRC Section 61.
You owe tax on all income from whatever source derived. The 1099 is a control mechanism.
