Currently a Solutions Consultant at Pegasystems.
I am interviewing at and considering making a jump to Oracle as a Specialist Solutions Consultant.
The reason for my move is currently at Pega SCs are treated more as AEs or Account Managers. The role at Oracle would be more of a true SC position. I also feel that Oracle will look BETTER on a resume and someone as young as me would have BETTER programs in place to train me and give me the foundation needed to be a successful SC.
Thoughts?

In the past, I’ve said that I unfortunately hit my referral cap for the year. No need to be too direct here, I felt like doing so and telling them they’re not a good fit is kicking them while they’re already down. Plus, it’s a subjective take anyway, so I just stay away and suggest they reach out to another contact at the company they are close to
Honesty delivered kindly is the move - vague encouragement wastes everyone's time.
After the call, I'd say something like: "I really enjoyed learning about your background. To be straight with you, I don't think I'd be doing you a favor by referring you right now - here's specifically why..." and give one or two concrete, actionable gaps
Just refer, as the person might not pass the interviews
Don’t ever refer someone where you have doubts regarding their expertise. One poor performing referral can do damage that bleeds into your career.
“Afraid this particular opportunity won’t be a great fit with respect to your professional competence and overall physical appearance.”

“I don’t refer people that know or cannot personally vouch for.”
This is actually a really good one
Just refer. It’s not your problem, and if they pass you get paid
It’s a personal reflection on yourself and also you’re wasting peoples time
How well do you know their professional capabilities?
How do you know for certain that they have not improved since you were last in contact?
How do you know that the environment you saw them in didn’t negatively impact their capabilities?
Maybe this new team may help them to thrive?
I say all that to say: you don’t know…so refer, if they make it - great (money for you, and opp to offer coaching); if they don’t - we move!
Remember it may be you needing their favour in a couple of years time for kids/relatives/yourself
Complete stranger. Like don’t even know them
You can always pass the resume along to recruiting and say you know the person socially but cannot vouch for them professionally. I feel like that says enough. I have friends I have never actually worked with that I would refer in a heartbeat because I know they are good at what they do.
Tell them the truth, but say it gently.
