Please evaluate this initial offer for Apple ICT3. I think I was low balled, but I want to take more opinions. Currently Sr. MTS at VMware, received Apple ICT3. I was expecting to get to ICT4 but seems like team thinks upper end of ICT3 is more apt. Also, I think it is because I don’t have any counter offers yet.

Nothing. You don't know everything about that coworker other than their pay is higher than yours. You don't know, truly, how well they do their job, what their contributions have been over their tenure at the company, or much of anything else about why they're paid more.
What you can do, though, is make a list of all YOUR accomplishments and contributions to the success of your company and make a case for why YOU have EARNED higher pay. Don't use someone else's pay as your leverage. The only circumstance under which that might work is if you're being paid less just because of your status in one or more of the protected classes, and you'd better have plenty of evidence of that.
There are some things missing here, but the short answer is nothing.
There are some times where maybe that doesn't apply - is it a huge inequity based on tenure, experience, etc? Sometimes companies are reticent to update tenured employee pay as they should (ie: an employee making $12 an hour in 2019 and then a new hire comes in in 2021 and suddenly the floor is $15 because of market changes... the org should probably raise that $12 employee up). Is it a true discrimination issue based on a protected class?
But in general - you negotiated your pay, they negotiated theirs, and it's up to you to have those conversations with your manager if you believe your performance warrants higher pay.
