But what about high performers who can't find projects because there are none in the pipeline? Getting projects in other groups is also hard because their HR does not allow it cause they want their own people on it
I have staffed a lot of projects in my tenure in consulting and can assure you I have full discretion in who I staff. I definitely will staff high performers over a low / mid performing associates even if I have to go cross group. At the end of the day I am fielding the best team possible for my client so we can get more work.

SM1- even if I agree in general with your message, the way you have gone about communicating it lacks leadership and further contributes to the anxieties of our junior staff. Since you are a SM doing Advisory work, I'm assuming you are in RAS or CFG. It is a small world out there. Be careful.
Despite the claim from leadership "We don't lay off at PwC. We manage under performance." 😂😂 yeah that's why 20% of my colleagues got mowed down the other year
Pretty hard to stop the campus recruiting machine, you lose face with the institutions and campus hires are cheaper than mid-tier underperformers. Cheaper to do layoffs

I firmly believe that if you are a true high performer then someone will have your back. I highly doubt your firm just does simple random selection of people benched and lays them off.
I've seen many high performers not getting staff because no projects / pipeline in his/her area, and other teams are staffing their own people.
P1 - that's a bullshit excuse. Any project lead with credibility will just ignore then and say it's for the best of the client. Maybe you're just not good.
Maybe it's your attitude precluding you from being staffed?
SM1 - unfortunately, most people are looking after themselves first and then clients. I like your theory and approach, not how the world works, at least from what I've seen here.
SM1 is right. Layoffs are always excuses by the firm to get rid of low performers. In with the new, out with the old.
Directors and Managers have pressure to move deliverables. If you cannot help that cause, they will drop you. Crying over it will not make clients pay us. Step up!

I'm with P1 and P5. I staff my projects based on reputation and quality of work. HR can complain, but ultimately they are their to send me resumes and tell me who is available, not guide my staffing. And P6, with 5 levels and the bottom level getting counseled out, 20% is about right.

P1, don't talk to HR. Talk to the project leads who actually want ppl. I've never got staffed through HR. I found all my projects by talking to decision making ppl.
