"re-planned to be the community too"? I'm not sure what that's supposed to mean. Your house is your house, the mobile home park is the mobile home park. They are both private property. The city isn't going to seize your house to give it to your neighbor.
Why would you think the mobile home community would get converted to a homeless shelter? Would you be worried about a nearby grocery store getting converted to one?
^ same questions. Your house is your house. You could also ask a lawyer if there is any possibility or precedent for what you are describing. I’ve never heard of this happening here.
Do you have reason to believe that it would become a homeless shelter in the future? I wouldn't think that would happen unless you have been told that specifically. But where you buy a home does matter.
