How much do you pay for your PM roles? You're talking about a very small subset of PMs, and for me, I also believe prior technical experience is a must. However, to attract those kind of candidates, your company also has to have a bit of prestige and pay above market.
Is that for mid level (e.g like ~4-6 yoe) position or more like a senior/group PM (closer to like 8 yoe)?
I am one of those product managers with experience taking products from 0 to 1, but currently not working by choice. I learned those skills working with companies that are/were leaders in their industries such a Sieble and Oracle. You may want to look for people with that background. They problem is not with employees only though; many companies do not invest in providing their employees with the right leadership, strategic clarity, frameworks, goals, etc. to conduct the right market and product research. Many just want to hire 'unicorns', provide no leadership, nor the resources requires. As a reference, in those companies I mentioned where I got my training, all levels of management were involved in product and go to market programs, they rolled up their sleeves and provided input when it was warranted.
You may want to tell your boss to reach out to the local entrepreneurship organization aka EO group or YPO chapter. There is also business selling brokerage companies. He can also go to some M&A seminars and will get some resources. Good luck.
I've always been big on this quote... You don't employ smart people and tell them what to do. Rather be a facilitator of their ideas, People execute better when they create their ideas or when there's co-creation.

I agree with the BA comment for sure. However, you might consider a mini-cross functional team where a few folks share the role. A BA, a business person who knows the customer needs and pain points + revenue streams. Finally, a super experienced UX & UI designer who has been at the coal face of many products is worth their weight in gold too (make sure they have UX experience also).

I have had that experience when I ran my startup. Took a product (a mobile app/web app) to market and sold it for a couple years before going down. Wasn’t successful but it gave me a lot of product know how. I have also luckily been able to get all the other “formal” product management skills by owning products in big and small companies where I have been employed ever since. well that's sad b/c that's the BEST PART of PD - IMHO. You need to find someone with start up experience OR who has already built one under ambiguous parameters (eg a special new project/product in a large company or entity). Wish I were available; this sounds like fun! Don't see many of these types of jobs any more.
You should source for ex-startup founders who have bills to pay - they make pretty good product managers.
Because those aren’t PM’s you’re looking for, they’re producers. Producers use the same tools as PM’s but are leaders. PM’s tend to find comfort in how well they organize what they know, producers aren’t satisfied until they see the results of what pioneering into the unknown… very rare individuals in today market now days.
Hi, been in product management 15+ years. Before we even knew it was a thing. Producing successful still in use products and solutions 0 to 1 all the time. Won and partnered with an OG shark tank investor. Won best new product in show.
Esp in tech it's a 2 way street. If it's a boiler plate job description with boiler plate interview questions you get what you put in. When it's a "senior" or "principal" role and I'm being asked what a user story is or how to define a roadmap that's not strategic or even tactical. Easy to end those conversations quickly for both of us.
I find most people really don't want a game changer or someone who can truly create, scale and sustain a product. That's a threat. Too many great PMs out there who can't get a gig because people really just want someone to take the heat or tedious work off their plate.
If you really want someone who fits that first description let's chat. Otherwise as other folks have spoken very well to, good fortune in your hunt.

Look for someone with 10+ years experience that worked/works on a cross functional team. Team leaders from cross functional teams-mechanical, electrical, embedded - lead and project manage their discipline of the team, and then report up to the overall PM. They are paid appropriately . Sounds like what you are looking for.

I guess I’ve been the person that has actual Idea to prototype, but it’s hard work and takes a good deal of testing to get the right fit. A good PM will have to be okay with coming up with new ideas from both the market research and signals from the market, plus a decent rapid prototype team to make this happen
