You probably aren’t doing anything wrong. Finding a new job is a marathon not a sprint. It’s a numbers game. It helps to take a break (if you can) from searching/applying for a month or three. After nine months of interviews and no offers I took a 3 month break. First job I applied for after the break, I got hired.
You’re not doing anything wrong. It’s just you’re competing with other candidates so they were probably a better fit for the specific company. Just keep applying and interviewing and you’ll find your best fit

Or it’s an internal candidate they want to move forward with but recognize your great candidate.
If your resume gets you in the door and your interview doesn’t close the deal, examine your interviewing quality?
Aside from that, reach through your network to target things from the inside before they’re in the public. Create the inside track. Recruiters aren’t a great way to get hired. They’re a great way to get interviews headed to 2nd place behind whoever has the inside track, and that sucks.
If I were you, I would consider simply asking that question to the hiring managers that turned you down. If you frame your question right, and be authentic, I bet you could get a candid answer. It might even make you stand out In case you’re ever applying there again.
