This will be highly case-specific if it's going against a stated policy. Once you get an offer, then you negotiate. No body can answer this in theory.

Old habits die hard.
I have 2 friends who work there. They have not been willing to negotiate even for folks who are already local and have worked at the association for 10+ years. I think it’s unlikely they’d be willing to negotiate for new employees. They didn’t have remote employees before COVID, so it’s unlikely that they’ve changed their hiring practices to accommodate them now.
It’s not, really. They have a big building here in DC - I’m not sure if they own it or if it’s leased space, but either way it’s a big investment of real estate that they don’t want to swap for an investment in tech and travel costs to support a partially remote workforce. Also, it would be incredibly unfair if new employees are offered accommodations that aren’t/haven’r been offered to current employees.
