I'll take the one that disappears, because the job can get done. I'm just very careful with them and try to get everything in writing for when they inevitably try to shift the blame. The nitpickers will drive you mad with "I have a little idea! Can we make it all orange?!".
Absent is worse. At least with a micromanager you know where you stand
Both have some huge downsides. I pick whichever one at least lets the work get done in a reasonable time. The micromanager can hinder the process so much that it throws everything out of whack, but so can those last-minute huge changes.
A nitpicking micromanager is no picnic, but that's preferable to the absent boss who turns up at the end. People who are hands on managers can be annoying, but if they're good at their work, their constant attention will make things better. Intermittent or absentee leadership is often no leadership at all, and it just increases the chance of failure.
