A partner referral is always good, anytime

I think prior to submitting you should try to get a LinkedIn into a second or 3rd connection. Speak to them about the company culture, why they like it, etc.

At least at EY, the timing of the referral matters for the referrer, because if you apply before the referral the referrer won’t get a bonus. So if that’s the case at other places you should seek out a referral before applying yourself as people would be more likely to help you if there’s a monetary incentive. Aside from that, all a referral does is gets someone to look at your resume, it’s doesn’t even guarantee an interview.
