Is hr supposed to be nice and compliment your cv during interviews just because it’s their job to make you feel at ease? Or can I take what they say as an actual compliment?

I interviewed with capgemini for SAP ABAP role and my YOE is 4 years. Just 2 hours after my interview, I got a call from someone at Capgemini saying that I am selected.
They just asked my notice period and current location.I asked them, what is the next round going to be and they said that it is going to be salary discussion. But till now, no one has reached out to me.
Does it mean they got another candidate for same job?
If they get back to me, how much should I ask?

l interviewed for Deloitte (India not USI) in January, and accepted an offer letter with DOJ of 25th April, later HR asked me to join on 11th April for which I agreed. Now I haven't received the revised offer letter or any links other than BGV and Pre-Hire form from Deloitte and now the HR is not even picking my calls or responding to emails.

Any advice on what to do?

I have cleared interview with Wipro and while uploading the documents i uploade document but they mentioned LOA & education certificate are incorrect so i re-uploaded them but again they mentioned LOA is incorrect.. so i connected with the person who sent me the link to upload the doc but no help from her.. i tried to open the link today (17th March) evening but the link was not opening... what will be the next step.. how can i upload it again.. Do you consider it ethical that his career counselor is intentially spreading the information to his colleagues and to other consultants from other companies in the project? What can he do about it? Specially that he considers the potential layoff is purely based on the current situation (chargeability was low) and not on his performance (they said that his contribution to BD during his bench time was low)?
