If you work for a Big 4 agency, there is no negotiation. The raise request goes from your manager into a corporate black hole and comes out with the number you get. Save your breath and just look for another job if you want more money. If you’re close with your manager you can let them know it wasn’t as high as you expected and they can push for another raise, but don’t count on it taking less than 6-12 months (and your manager will probably be annoyed they have to ask Corporate for more).
If that hasn’t been your experience at a Big 4, congrats on being the exception.
Everything is negotiable.. but don’t just go in there with “i think..” get some supporting info.. scan job boards or use any of the compensation comparison sites (payscale is one I’ve used). Use that info to support a fair request.

Why would that be bad?
Don’t want to seem ungrateful! And honestly just wasn’t sure if it was standard practice to have that discussion at that time.
Not bad form per se.
But you don’t have any leverage so might be hard to do.
Given the climate if your agency is handing out both promotions AND salary bumps just know your in the minority. Most shops are frozen until at least the end of the year.
It’s a fair point! Luckily my client has not been impacted. Can’t say the same for others at my company.
What's your concern, specifically? I tell people no all the time, but ngl, I think more highly of the ones gunning for that extra $$$ (within reason), than the ones that take my opening offer, which btw is very intentionally lowballed so that when I meet them half way it's give or take what my budget for that hire/raise actually is.
shitty times for everyone yes. but also, like... your manager isn't taking money out of their paycheck for your raise.
value yourself. you got a promotion, they value you. ask for more money.
It’s not bad form but expect the answer to be no unless you have some leverage (I.e. you threaten to leave, if you think they really want/need you). But as others have said, leaving any job right now is a bold move if you don’t have anything else lined up.
