I would classify it as extremely annoying but not extremely rude (maybe slightly rude).
Things change. Sometimes the need will change.
Sometimes when the candidates come in, you find something you didn't expect and make a case to the finance department.
It's annoying, for sure.
But, man, these days, the recruiter getting back to you to let you know they went a different direction is a rarity.

It’s definitely annoying but the needs obviously changed and that isn’t the recruiter’s fault. At least he/she was kind enough not to simply ghost you. And an opportunity to get and stay on their radar is always a plus.
Please, please don’t blame this on the recruiters. It’s not our fault! At the end of the day, we’re not the ones who make the decision and we have ZERO say when business needs change.

It’s better than ghosting, which happens way more often.
Did you ever book a table at a certain restaurant, then, the night before, decided to go somewhere else? If you call to cancel, have you been rude?
Usually nowadays they go with someone younger and cheaper. If they go with someone more senior, it’s generally a person they’ve worked with before.

It is super annoying and super rude but also sometimes needs end up changing.
In general I think recruiters could be much, much better, but I will say that these things happen and are out of their control.
To me that’s just a way of them softening the blow when they break the news to you, and is rarely the real reason you didn’t get the job.
Sure but I’ve seen worse behavior.
