I like late afternoon on Tuesdays. When they ask for my availability, I'll say "C U Next Tuesday?" And then I don't get the job.
I don’t think you’ll get a solid answer so I suggest flipping your approach into more of a survey of hiring managers.
11am if I’m interviewing you. I’ve gotten through my early day headaches, I’m starting to feel hungry and alert but not hangry, and I haven’t gotten the post-lunch dip or been hit with the afternoon shitstorm yet. 11am is the best me.
Yeah, but 11:00 is right when the pre-lunch shitstorm hits, just before the “you don’t really need to eat lunch” meeting. Best time to interview? Buy me a drink when I leave work at 8pm before I go home to finish work.
Depends on the city too. In the UK, I had an interview in the early afternoon and the CCO came back from lunch drunk. I am not sure he remembered meeting me 5 minutes after I left.

I try for after lunch (satiated, hopefully, or at least a break from work) or late afternoon around 4 (when things wind down hopefully).
Early afternoon, after lunch, maybe Thursday or Friday. People are watching the clock tick closer to the weekend and may be happy to fill the time with something not super strenuous but still interesting.
You’re not you when you’re hungry
After lunch for the interviewer.
