I have applied to several positions up Google. I have not heard anything back at all. No matter if I customize my résumé to the job description I still don’t hear anything back. I am wondering as to why Google ghost people instead of just telling them that they didn’t get the job? Do people on Google believe it is appropriate for the recruiters just a ghost people especially if they feel they don’t match the job?

What kind of start up are you at? If it’s a well known unicorn then yes you can definitely lateral. For most smaller start-ups that aren’t as well known (eg block, bolt) google will probably down level your title 1-2 levels. Most IC4s now being offer jobs have 5-7 years experience and IC5s have 6-9 years of experience. Lateral Directors typically have experience managing at least 20-30 people if they don’t come from consulting MBB firms
Oh and my company was recently valued at $1b, is <5 years old, and still privately owned so technically qualifies as a "unicorn" though you could argue it's not "well known" outside of the specific field we serve.

Google Directors come from fortune 10 companies and are typically business unit CIO/ CISOs. Most of them have 20-25+ years of experience.
My gut is telling me that you are somewhere between a level 5-7. Level 7 if they are looking for Team Leads / Managers.
