We need to know what you were talking about to weigh in on whether you have an idea of what you’re talking about. But partner track is a thing; staff attorneys, for example, are not on partner track.
Definitely a thing but not a guarantee and surprises happen both ways when late in trajectory changes intercede

Independent of the slightly disrespectful way he phrased that, partner track is a thing (both to indicate a non-staff attorney position and to say that someone is getting the attention that would be required for promotion).
It depends on the firm. At my firm, once you get to a certain level of seniority, in reviews you are placed in a group where associates are told partnership is a possibility in the coming years and another group where partnership is not likely. As a practical matter, not everyone in the first classification is actually on “partner-track”, which is where the real world nuance comes in.

A non-lawyer probably just means, are you a staff attorney or not.
Tell FIL to f off, but yes there is such thing, albeit informal.
