Yes. You can choose some good quality fabrics and get hyper specific on measurements, cut and collar options. Proper Cloth is a good option if your size or tastes are anything non standard. I think Kamakura is even better from a
quality and value perspective if you're ok with a narrower range of styles and fabrics and you're ok with their Japanese sizing.
Haven’t tried Proper Cloth. I use Tom James for my custom shirts and they’re great quality.
100% - I have 5 made to measure shirts from them. Made some adjustment after the first one but very minimal. Had my sister in law measure me she did a great job.

You can also find one that fits great and buy a bunch. The Calvin Klein no iron slim Steel+ fits like it was custom fit, great feel, and much less than tailored.
Fits you like a custom fit. I’ve never found anything that fits me anywhere near custom without heavy tailoring.
I have my BB Milano (slim fit) taken in a bunch around the waist. I have fairly broad shoulders and a big chest (though not as big as 10 years ago), so nothing I’ve ever found fits me right. Either the shoulders are way too tight or I feel like I have a tent’s worth of extra fabric around the waist.
I have a tailor who makes sure his services are easy on the wallet (hard to come by) so I would LOVE to find a shirt that would generally fit my stature (I'm a slim fit 13 1/2 - 14") so I can adjust it to my proportions.
I would look to Kamakura. Japanese = great options for smaller sizes.
