It can be. At Amazon for example, Senior Counsel is one level below Associate General Counsel which is considered Director level. There are only so many Director level positions because you have to lead a certain organization. So a lot of people end up being Senior Counsel for a long long time. Sometimes you can tell by just looking at how long someone has been at that level by looking at their LinkedIn profile.

Titles are all over the place and often industry specific. I’m a Director and my title is Product Counsel, North America. Senior Director would be above me and then Executive Director, followed by VP (or Senior Executive Director, then VP), and VP (or SVP) is the second highest and often C-level reporting to the President/CEO. This is pretty standard across Pharma.

Those are defaults across business units, and the payscale is the same depending on those titles, but within business units there would be titles like mine (Product Counsel, Marketing Manager, Senior Paralegal, Marketing Operations Specialist).
