Is there any way to reach out to a recruiter for a federal gov position like there is for the private sector? Or is it wholly in appropriate to try to email a recruiter for a federal gov agency to follow up on an application?

Hello all, need some advice. Am currently working for a government consulting agency, but wishing to leave due to the way the project is being managed...I am in at least 4-5 hours of meetings a day, so barely have time to prepare for demos, preparation of slides for the client, nevermind being able to write decent stories(tickets)...
