Usa jobs is for federal positions only. For state jobs,try googling "XYZ state jobs". For local positions, try googling "XYZ city jobs". They will likely have separate websites for their job portals. Start following the organizations you'd want to work for on LinkedIn and create a profile on governmentjobs.com
go to your home state's webpage and go to the specific department you are looking at.
go to your counties' webpage and do the same
Most have a listing at the bottom of the page that says 'current vacancies/openings'
You may have to take a civil service test and get on a hiring list in some states
