A wise ex-coworker (she has since moved on to greener pastures) once told me...the only way to stay competitively compensated is to stay on the move every 4 or so years...Generally when you tap out on your salary scale. Remember, companies need to attract new talent and its sad that i've seen fresh faced graduates be given step B "because they asked for it" while the older heads are getting measly 5% annual increases that taps out after 5 years.
Have you expressed to your manager or boss that you want to move up and be promoted? That would be where I would start first. Also do you get bonuses? If not I think that you should.
