Do you know what is the company's normal procedure about raises? do you have someone you can ask? or human resources? It would be great if you could get more information about this, and then you can mention it again to your boss with more basis.
How patient do you have to be after 2 years? I recommend you to look for other job options, I am sure that after you get something better then it will be time for a raise.
I don't think it's a good place to work and definitely not a good boss, two years working for the same company is more than enough time to consider a raise.
This isn't normal, and you should speak to your boss again about it. It's possible that there are budget constraints that are preventing your company from giving raises, but it's also possible that your boss just isn't aware of how unhappy you are with your current salary. Try coming up with a specific proposal for a raise, including what you think you deserve and why. If your boss still doesn't seem interested, then it might be time to start looking for a new job.
It's normal for a company to take a while before giving employees raises, but not for two years. Your boss already told you you're doing great work, so it's worth trying to find out what else you need to do to qualify for a raise.
