Kind of on your list. But before you apply for any job, research the company, search your contacts for people who work or have worked there. Reach out to them, specifically say you saw a job at their company for X and could they give you a referral. Most people are happy to do that as most companies give a referral bonus if someone is hired. Having a referral will at least get your resume read versus just submitting.
If no one is a direct contact, look at second contacts and see if you can use your first contact to connect. This can be just a Heh Joe, I saw a job I'm interested in at XXZ, I noticed you know John Jenkins in their Ohio office, could you introduce me or could I reference I know you when I message him?
Rather than hiring Mgr on LinkedIn, look for people with than same job title and message them you saw an opening, but be specific about 1 or 2 things you'd like to know if the had 5 min to chat. No one wants an open ended conversation.
And remember, it's not personal when people don't respond. Good luck.
