As a brand manager back in the days I was the one who gets assigned with the most number of interns usually because I get them upto speed pretty fast. Here are some of the tasks I assign them with
1. I get them to do an in depth analysis on the brands I work on.
2. I get them to recommend a campaign or an idea that can be pitched to an existing client
3. Assign them a few award winning ads and ask them to form their own opinion
4. Ask them to work on a brand campaign for their own company/business/brand (if they don't have one, I usually ask them to come up with one)
5. Ask them to organize an agency movie night (if you can help them with a budget it can be something interesting than a movie night too)
Depending on the personality I get assigned with and their willingness to contribute, I get them involved and keep then occupied as much as possible.
When things are pretty slow, it's a great opportunity for us to get involved too...

if its slow, have them work on cross departmental projects so they get to interact with more people, even if it doesn't result in much work intially

We have only had paid internships where I've worked (UK), so our internships are structured and aim to give them an intro to all the competencies an entry-level position would have.
This could be another approach. So focus on client communication, brief development, finance, etc. You can get them to review and critique existing work (client services tasks) and you use that to teach them how to approach things.
They can help you develop processes or improve existing ones, if your agency doesn't have these established.
Base the tasks on their interests, but give them a broad view of the role.
I've encountered the same problem before. I asked her to assist other departments and accept related tasks/assignments.
