Great question! Open meetings explicitly stating that you're looking for feedback from all relevant stakeholders and explain the specific type of feedback you need to progress. Take copious notes during the meeting. Organize and summarize feedback at the end of the meeting. After the meeting, ask for the agency team's input/feedback to add to the meeting notes to give a full accounting. Then share back a document to the attendees. Yes, it's added overhead; however when feedback is critical to the process, it's imperative.
